发展低碳经济不仅是践行绿色发展理念的重要途径，也是实现区域经济高质量发展的重要选择。因此，发展低碳经济已成为国内外理论界和实践界关注的热点和重点问题。而认清区域间低碳经济发展效率的整体情况和差异，有利于有差别、有重点地推进区域低碳经济发展效率的提升。鉴于此，本研究试图通过研究区域低碳经济发展效率测度原理，设计区域低碳经济发展效率测度指标体系，并选择测度区域低碳经济发展效率的方法，为区域低碳经济发展效率测度提供可借鉴可推广的测度模型和方法。 本研究基于低碳经济相关理论、可持续发展理论、效率理论、内生增长理论、资源环境经济学理论等相关理论，采取实证研究与理论研究相结合的方法开展研究。在理论研究方面，主要采用了文献研究法、比较研究法及案例研究法等方法，在实证研究方面，主要采用了主成分分析法(Principal Component Analysis，以下简称“PCA”)和数据包络分析法(Data Envelopement Analysis，以下简称“DEA”)相结合的测度方法，全面系统地对区域低碳经济发展效率开展实证研究，研究内容和主要结论如下： 第一，从区域经济发展与资源、环境协调的视角分析了区域低碳经济发展效率测度的必要性，指出了区域经济发展过程中依赖高能源投入的增长方式不可持续，依赖掠夺式破坏资源环境的方式不可持续，要促进区域可持续和高质量发展必须发展低碳经济。进而，深度剖析了与区域低碳经济发展效率相关的理论，为支撑本研究提供了理论依据。对相关文献进行分析，指出现有研究存在的指标体系科学性、系统性不够，对选取的指标没有通过赋权确定重要性程度，测度方式单一等不足之处，为本研究开展指标体系构建和测度方法选择提供理论依据。 第二，构建一套以“科学指标体系+组合赋权+多元测度”为架构的新型区域低碳经济发展效率测度模型。首先，遵循科学性、可比性、全面性、系统性、简洁性等原则，从低碳投入指标、低碳产出指标等2个方面选取一些测度指标，最终形成4个1级指标，20个2级指标的区域低碳经济发展效率测度指标体系框架。进而，考虑到指标的权重科学性，提出了基于“RSA-AHP-SSD”组合赋权模式对各项测度区域低碳经济发展效率的指标进行赋权。最后，采取用PCA和DEA相结合的方式进行测度，构建了区域低碳经济发展效率测度模型和方法。 第三，结合具体的区域进行了实证应用检验，研究证明了本研究提出的区域低碳经济发展效率测度模型和方法的科学性、合理性和可应用性。本部分主要做了三个方面的研究：一是对全国各省(市、区)进行横向比较；二是对湖南省各市州进行低碳经济发展效率测度，并通过malmquist模型以及多元回归分析方法对湖南省内各地市低碳经济发展效率进行评价。三是对湖南省分行业低碳经济发展效率展开分析，在横向上运用脱钩分析法比较各行业低碳经济发展情况。一方面，较好地检验了测度模型的有效性；另一方面，通过对湖南的测度分析，从全国的视角横向比较，从省内各市州、重点行业的测度分析，可以找到提升区域低碳经济发展效率的路径。 第四，提出了提升区域低碳经济发展效率多点支撑体系构建的建议。本部分结合低碳经济发展的三种模式与路径，分别从宏观和微观层面提出提升区域低碳经济发展效率的对策建议，如发展低碳能源和推进节能减排、大力发展低碳产业、加快低碳技术研发推广、加强低碳政策引导和示范发展、增强低碳意识的培育和实践等。 总之，通过对区域低碳经济发展效率测度展开理论探讨、实证分析和具体应用研究，深度剖析了区域低碳经济发展效率，科学构建了测度区域低碳经济发展效率的指标体系和模型方法，并将其应用到后续检验区域低碳经济发展效率的具体测度研究当中，研究认为，该模型方法具有较好的科学性和可推广性，为推进区域低碳经济发展具有很好的指导意义。 关键词：区域经济；低碳经济；发展效率；测度方法 分类号：F206

 The development of low-carbon economy is not only an important way to practice the concept of green development, but also an inevitable choice to realize high-quality regional economy development. Therefore, the development of low-carbon economy has become a hot and important issue concerned by domestic and foreign theoretical and practical circles. Recognizing the overall situation and differences of low-carbon economic development efficiency among regions is conducive to promoting the efficiency of regional low-carbon economic development differently and emphatically. In this regard, this article attempts to study the principle of measuring the efficiency of regional low-carbon economic development, design the index system of measuring the efficiency of regional low-carbon economic development, and construct the method of measuring the efficiency of regional low-carbon economic development, which provides the reference and popularizable measuring system for the efficiency of regional low-carbon economic development. Based on the theories of low-carbon economy, sustainable development theory, endogenous growth theory,resource and environment economics theory, efficiency theory, this study adopts the method of combining theoretical research and empirical research.In theoretical research, the methods of literature research, comparative research and case study are mainly used. In empirical research, the method of Principal Component Analysis (PCA) and Data Envelopement Analysis (DEA) are mainly used. To evaluate the efficiency of regional low-carbon economic development, the study is comprehensively and systematically researched. The research contents and main conclusions are as follows: Firstly, from the perspective of coordination between regional economic development and resources or environment, the necessity of measuring the efficiency of regional low-carbon economic development is analyzed. It pointed out that the growth model relying on high energy input and predatory destruction of resources and environment is unsustainable in the process of regional development. To promote regional sustainable and high-quality development, low-carbon economy must be developed. And with the help of relevant theories, the efficiency of regional low-carbon economic development has been deeply analyzed, which provides a theoretical basis for supporting this study.Analyze the relevant literature, point out the shortcomings of the existing research, and put forward the basic ideas of this research. Secondly, build a regional low carbon economy development efficiency measurement index system and measurement model and method. With the Delphi method, makes a comprehensive analysis and screening of the factors that may affect the efficiency of regional low-carbon economic development, and following the principles of scientificity, comparability, comprehensiveness, systematicness and conciseness, The indicators are selected from two aspects: low carbon output and low carbon input. The regional low-carbon economic development efficiency measurement index system with 4 first-level indicators and 20 second-level indicators. Furthermore, considering the weights of the indicators, this article puts forward a combination weighting model based on "RSA-AHP-SSD" to empower the indicators of regional low-carbon economic efficiency, and constructs an evaluation model and method of regional low-carbon economic development efficiency by combining PCA and DEA. Thirdly, the empirical test is carried out, which proves that the model and method proposed in this study are scientific, reasonable and applicable. This part mainly has done three aspects of research: First, carrying on the crosswise comparison to each province (City, district) of the country; second, carrying on the low-carbon economy development efficiency measurement to each city and state of Hunan Province, malmquist model and multiple regression analysis were used to evaluate the development efficiency of low-carbon economy in Hunan Province. Thirdly, it analyzes the development efficiency of low-carbon economy in Hunan Province, and compares the development of low-carbon economy in different industries with decoupling analysis method. On the one hand, the validity of the measurement model is well tested; on the other hand, through the measurement analysis of Hunan, from the perspective of the whole country, from the measurement analysis of provinces, cities, states and key industries, we can find the way to improve the development efficiency of regional low-carbon economy. Fourthly, the paper puts forward the ways and countermeasures to improve the development efficiency of regional low-carbon economy. This part combines the three models and paths of low-carbon economic development, and puts forward the countermeasures and suggestions to enhance the development efficiency of regional low-carbon economy from the macrocosm and microcosm level, such as developing low-carbon energy and promoting energy-saving and emission reduction, vigorously developing low-carbon industry,Accelerate the development and popularization of low-carbon technologies,Strengthening low-carbon policy guidance and demonstration development, enhancing the cultivation and practice of low-carbon awareness, etc. In a word, through theoretical discussion, empirical analysis and specific application research on the efficiency measurement of regional low-carbon economic development, the efficiency of regional low-carbon economic development is deeply analyzed, and the index system and model method for measuring the efficiency of regional low-carbon economic development are scientifically constructed, which are applied to the follow-up test of regional low-carbon economic development. Among the specific measures of efficiency, the research shows that the method is scientific and can be popularized, also has a good guiding significance for promoting the development of regional low-carbon economy.
