中国当代媒体社会责任观的流变

 从1949年以来至今,中国媒体社会责任观发生很大变化,从强调媒体单一政治责任观到今天以信息责任为主的多重责任观;媒体的内部生态如新闻体制改革、新闻实务改革、新闻思想变迁等,外部生态如技术变革等都对媒体社会责任的演变产生影响。本论文以时间为竖轴,以新闻体制改革、新闻实务改革、技术变迁三个因素为横轴来分析各个阶段中国当代大众媒体的社会责任观;梳理出中国当代媒体社会责任观从单一到多元的变化过程,分析出社会责任观变化背后的媒体、政府、受众角色的变迁过程和利益诉求变化过程。 角色-权利-责任是本文分析的第一条脉络。媒体角色从1949年开始,经历由宣传者的单一角色到今天宣传者、参与者、营利者、观察者、协调者多重角色的变化,角色带来主体的权利和义务发生改变,从而决定了社会责任观的演变。从媒体生态视角来看,媒体角色的变化过程中,政府和受众的角色也相应发生改变,政府由单一控制者角色走向控制者、管理者和博弈者多重角色;受众也由开始的单纯接受者,转变成接受者、消费者、参与者、生产者的多元角色身份。 在角色变迁过程中也经历了媒体利益格局的变化。利益-责任是本文分析的第二条脉络。媒体利益格局从追求单一政治利益到追求以政治利益、经济利益、公共利益为主的多元化利益诉求。媒体市场化不可避免地产生各种利益诉求,不同的利益诉求、利益平衡决定了以公共利益为主的社会责任观的变迁。

英文摘要

 The conception contains concepts, categories, viewpoints, systematic or piecemealideas, theoretical or scattered ideas and attitudes. The conception of media’s social responsibility has always been the main body of media’s social responsibility, which involvesconcepts, viewpoints, ideas, attitudes, etc., held by the media, governmentand audiences. Different historical periods, various media environments, social environments and political environments can all exert a great impact upon the conception of media’s social responsibility. Bytaking time as the horizontal axis and three major media environments - the reform of news system, the reform of news practice, and technological changes of media -as the vertical axis, this dissertationanalyzes the evolution and characteristics of the conception of Chinese contemporary media’s social responsibility from the perspectives of the role-rights-responsibility relationship and the benefits-responsibilityrelationship. Since 1949, the conception of Chinese media’s social responsibility has undergone great changes, presenting a shifting focus from media’s single political responsibility previously to multiple responsibilities nowadays which cover five integrated responsibilities in profession, public places, morality, laws, and politics. Such great change indicates that the conception of Chinese media’s social responsibility is extremely rich and plentiful. It alsoimplies a hodgepodge with various conceptions of responsibilities involved therein, thus forming five dimensions of socialresponsibilities in Chinese contemporary media. The formation and change of the conception of media’s social responsibility are also influenced by social environments and social relations. In the reform of news system, the media experienced an evolution from “public institutions managed as enterprises” to “separation between editing and business” and then to “cultural system reform”. During this period, the respective roles of the media and the government were constantly changed, leading to the difference in the responsibilities for each afterwards. The role-responsibility change brought the change in conception of social responsibility at that time correspondingly. Similarly, the reform of news practice brought the transition from the report of political movement to public opinion supervision, then to news on people’s livelihood and even on the populous variety shows and entertainments.Due to the change from the publicity and supervision of public opinions to the public opinion guidance, the new connotation of public responsibility was then added to the media responsibility in the conception of social responsibility, while the connotation of political responsibility remained the same. From the perspective of technological changes in media, the popularity of the Internet and media convergence technologies have changed statuses and roles of the audience in media’s interest pattern, and the audience has played a significant role in the practice of media’s social responsibility. Besides, the market has also become an important factor in the interest patterns. The resulting decline in the media’s social responsibility has once again brought the virtue-based moral responsibility to animportant level. Unlike the traditional views on responsibility which emphasizes moral self-consciousness, the contemporary media’s social responsibility introduces the concept and research perspective of corporate social responsibility. The quantitative evaluation of media’s social responsibility is an effective attempt in the practice of contemporary media’s social responsibility. However, currently China still lacks unified, effective quantitative standards and implementation standards for media’s social responsibility. Moreover, there is still theoretical controversy about whether the research paradigm of corporate social responsibility can be included in the research paradigm of media’s social responsibility. The research methods adopted in this dissertation are the conception unit and the historical context, which are the two main research methods in the history of conception. In the dissertation, changes and developments of the conception of media’s social responsibility are first reviewed, with special attention to the specific environment of media’s development in different periods of contemporary China. Chapter Three, Chapter Four and Chapter Five summarize respectively the business conceptions, system conceptions and technology conceptions of Chinese media from 1949 to the present, through which the changing track of media’s social responsibility has beentraced. This is one of the innovations of this dissertation. In addition,by analyzing the similarities and differences between China and the West in the conception of media’s social responsibility, thisdissertationtries to clarify the mixed situation in both parts on the basis of the responsibility-freedom framework. The Western media’s social responsibility theory, beginning with News Committee reports and the four theories of the press, has undergone the expansions in the responsibility connotation and the changes in the responsibility subject after being introduced to China. The different relationship between media and government impedes Western analytical framework of social responsibility to work in China, that is, freedom before responsibility. Conversely, the Chinese contemporary media’s social responsibility emphasizes that responsibility comes before freedom, which is the most outstanding difference between China and the West in media’s social responsibility. Chapter Six and Chapter Seven are devoted to elaborating on this difference in detail. Chapter Eight draws a conclusion on the characteristics of the conception of Chinese media’s social responsibility. Gradually formed during the news system reform and news practice with Chinese characteristics, the conception of Chinese media’s social responsibilityfeatures great differences from the Western conception of media’s social responsibility with news liberalism as its base.
